The Baker County Soil and Water Conservation Districts for their outstanding partnership and leadership throughout the Powder River Basin Total Maximum Daily Load process. From the very beginning, the District brought local knowledge, technical expertise, and a strong commitment to collaboration. They worked closely with landowners, agencies, and community members to ensure that the TMDL process reflects both sound science and the realities of working lands in the Powder River Basin.

What truly sets the District apart is their responsiveness to the community. When local stakeholders expressed a desire for more robust monitoring and a better understanding of water quality concerns, the District stepped up. They are now conducting DNA monitoring to help more precisely identify sources of bacteria, providing valuable data that will guide future efforts and build confidence in the results.

Their willingness to listen, adapt, and lead has strengthened both the process and the outcomes. Through their efforts, they are not only helping to address current water quality challenges but also building a foundation of trust and shared understanding that will benefit the basin for years to come.
